Citibank offers attractive bonus payments for opening new savings and checking accounts. Does anyone have direct experience with this - is Citibank likely to confiscate funds from the new savings account of a bonus offer respondent if the respondent had a $4,000 to $5,000 Citibank credit card charge-off 15 years ago? Thanks.

The accounts would not be related. Banks can't take money out of an account just because they have access. (illegal) Plus, they would have to get a judgement first (in order to garnish). Credit Card debt is likely past SOL. So, likely not.

I closed my Bank of America Checking Account, and Savings Account when I fell behind on a Countrywide Mortgage & HELOC they were servicing. The way I see it - it's probably better to not have a relationship with a bank you have bad debt with. Maybe I'm alone in that.
